June and October, 2013.  GRRs testify at hearings of Portland, ME City Council as it considers a buffer zone to protect patients from protestors at a Planned Parenthood Health Center.  In October, the City Council votes unanimously to establish a buffer zone that protects patients’ rights to healthcare services while safeguarding protestors’ First Amendment rights.
