Buffer Zone Reconsidered.

July, 2014. GRRs testify as Portland City Council votes to remove a buffer zone outside Planned Parenthood’s Health Center.

The buffer zone was created less than one year ago in response to public dismay over continuing harassment of patients by protesters at the Portland facility. When the U.S. Supreme Court recently ruled that a similar buffer zone outside a Planned Parenthood facility in Massachusetts was unconstitutional, Portland’s City Council felt it had no choice and revoked the buffer zone.  At the same time, all members of City Council pledged to find ways of protecting patients at the Planned Parenthood Health Center by enforcing existing public safety laws.
